Cheyenne Man Jailed in Felony Theft Case Facing New Charges
A 36-year-old Cheyenne man currently jailed for failing to pay restitution fees in a felony theft case is facing new charges.
Ryan Richard Bixler was seen Wednesday, March 6, on two Laramie County Circuit Court warrants, one for felony theft and one for felony burglary.
His bond was set at $3,000 in each case and his preliminary hearings were scheduled for March 14 at 2 p.m.

The Cheyenne Police Department in a Facebook update on March 1 identified Bixler as the suspect in a Feb. 12 theft at the Kum & Go at 3354 E. Lincolnway.

Police say Bixler stole more than $1,400 worth of merchandise from the convenience store and then fled the scene.
Suspect in Cheyenne Kum & Go Theft Arrested on Unrelated Warrant
According to a booking sheet, Bixler was arrested at the Flying J Travel Center at 2250 Etchpare Dr. on Feb. 29 after police were dispatched to the location for a wanted person call.
Police say the reporting party stated there was a male (Bixler) inside the store who had previously stolen from them the night before.
Police contacted Bixler, who reportedly identified himself with a Colorado driver's license, and a records check confirmed he had a felony warrant out of Laramie County for probation violation for failing to pay restitution fees in a theft case.
The warrant was signed by District Court Judge Catherine Rogers on Feb. 16.
Bixler was taken to the Laramie County Detention Center, where he was booked on his warrant.
As of 8:45 a.m. Wednesday, March 6, his probation revocation hearing had yet to be scheduled.
