
Deputies Nab Cheyenne Sex Offender Wanted for Failing to Register
A 24-year-old Cheyenne man is facing charges after allegedly failing to register as a sex offender and interfering with a jailer.
Deputies Serve Warrant
According to a booking sheet, David Isaac Rutherford was arrested at 8:15 p.m. on Wednesday, April 23, after deputies with the Laramie County Sheriff's Office went to his home at 1711 Van Lennen Ave. to serve a warrant.

Deputies say the warrant was for failure to register as a sex offender, a felony punishable by up to 10 years in prison, up to a $1,000 fine, or both, and was signed by Laramie County Circuit Court Judge Antoinette Williams.
According to the Wyoming Sex Offender Registry, which is maintained by the Wyoming Department of Criminal Investigation, Rutherford was convicted in Wyoming on July 23, 2021, of sexual exploitation of a child.
Rutherford was taken to the Laramie County Detention Center, where he was booked on his warrant.
Rutherford Pepper Sprayed, Charged With Interference
Inmate Rutherford then reportedly refused to let a jailer handcuff him, causing the entire facility to be shut down.
The jailer says all movement had to cease and Rutherford didn't comply until pepper spray was used.
Rutherford was subsequently charged with interference with a peace officer - no injury, a misdemeanor.
Total Bond Set at $8K Cash
On Thursday, April 24, Rutherford was seen in Circuit Court on the charges.
His total bond was set at $8,000 cash — $7,000 in his felony case and $1,000 in his misdemeanor case — and his preliminary hearing and arraignment were scheduled for Friday, May 2, at 9:45 a.m.
