The United States District Court For the State Of Wyoming has rejected a Cheyenne man's court challenge to a decision keeping him from running as an artificial intelligence candidate for the Wyoming U.S. Senate seat that is on the ballot this year.

Victor Miller Tried To Run For Mayor In 2024 As ''VIC"

Victor Miller of Cheyenne previously tried to run for Mayor of Cheyenne as ''VIC," or the Virtually Integrated Citizen, in 2024. But local elections officials ruled that while Miller could run as Victor Miller, he couldn't be a candidate as 'VIC."

Victor Miller ended up getting 327 votes in the  Cheyenne mayoral primary. good for fourth place out of six candidates (excluding write-in votes).

Miller this year tried to file to run  for Wyoming's U.S. Senate seat which is up for election. But Secretary Of State Chuck Gray, after consulting with the Wyoming Attorney General's Office asked that the application to file for the Senate be resubmitted with specification that Miller is running as a '"qualified elector" as opposed to an AI bot.

The Secretary of State's Office says Miller never resubmitted the application. Miller, in turn, asked federal court to issue a temporary restraining order against ruling that he needed to resubmit the application specifying that he was a "qualified elector."

Miller last month sent Townsquare Media an email saying that he intended to run for the Senate and that his nephew Landon Miller would run for Ward I City Council, but that both would give their ballot spots to 'VIC."

The email included the following: ''This is not about Ward I, it's not about the Senate. It's about replacing politicians. All of them, including the president. Another world war and more heartbreak await if we do nothing."

Landon Miller is listed as one of nine candidates running for Cheyenne's Ward I Council seat an the Cheyenne City Clerk's candidate list. However, he is listed as ''Landon Miller," not as VIC.

Gray on Thursday released a statement saying "Both state and federal law are clear: to be a candidate for office, you must be a human being, NOT an AI bot. I won’t tolerate a mockery of our electoral system and will NOT allow our electoral system to be taken advantage of by AI. Our office is committed to upholding the law and that is why I denied the application that was made with our office."
