Cheyenne Teen Out on Bond After Turning Himself in for Theft
An 18-year-old from Cheyenne is facing a felony charge after allegedly committing theft.
Turning Himself In: Patrick Rooney's Surrender
According to a booking sheet, Patrick William Rooney was arrested at the Laramie County Sheriff's Office at 12:45 p.m. on Monday, Jan. 26, after turning himself in on a warrant out of Laramie County Circuit Court for felony theft, a crime punishable by up to 10 years in prison, up to a $10,000 fine, or both.
The theft is alleged to have occurred on or about Dec. 15, 2025.

Rooney was booked into the Laramie County Detention Center without incident.
Initial Court Appearance
The following morning, Jan. 27, Rooney was seen in Circuit Court in front of Judge Antoinette Williams on the charge.
Williams appointed Rooney a public defender and set his preliminary hearing for Friday, Feb. 6, at 9 a.m.
Williams then asked for the state's position regarding bond.
"The fact that he turned himself in and, looking through the affidavit, it was about $1,200 or so, the state would ask for a $2,500 at 10%," it said. "I think that would be reasonable given the fact that he, again, did turn himself in. He has no priors, no other law enforcement contacts."
Out on Bond
"The court will set your bond at $2,500 at 10%; that means you need to post $250," Williams told Rooney, who later posted the amount.
