A wanted 51-year-old Cheyenne man with a history of drug convictions is facing more felony charges after police reportedly found him passed out behind the wheel with drugs in his pocket.

Passed Out Behind the Wheel

According to a booking sheet, police were called to the Albertsons at 5800 Yellowstone Rd. at 1:03 p.m. on Thursday, April 3, for a male passed out in a vehicle who was not waking up.

Police say the male, who was in the driver's seat and later identified himself as Leonard Raymond Riffel, had bloodshot, watery eyes with pinpoint pupils and was very difficult to speak with because he kept spacing out.

Felony Warrant

Police say Riffel gave them his driver's license and when they ran his information, they discovered he had a felony warrant out of Laramie County District Court for failure to appear.

Judge Peter H. Froelicher signed the warrant on March 20, 2025.

Search Leads to Meth, Pills

Upon searching Riffel, police reportedly found two small bags in his front right pants pocket, one containing 6.19 grams of methamphetamine and the other nine blue pills. Police say the pills weighed 1.23 grams.

Since he appeared to be under the influence, Riffel was taken to Cheyenne Regional Medical Center for jail clearance, then taken to the Laramie County Detention Center, where he was booked on his warrant.

Riffel Charged With Felony Drug Possession

Riffel was subsequently charged with two counts of felony drug possession, including possession of methamphetamine and possession of a controlled substance - third or subsequent offense.

Bond Set at $10K Cash

Riffel made his initial appearance in Laramie County Circuit Court on Friday, April 4, during which his bond was set at $10,000 cash and his preliminary hearing was scheduled for Friday, April 11, at 10:30 a.m.

Additional Felony Warrant

On Monday, April 7, inmate Riffel was served with another felony warrant signed by Froelicher for failure to comply with original charges of possession of a controlled substance - third or subsequent offense and possession of fentanyl.
