A 30-year-old Cheyenne transient who's been in the Laramie County Detention Center since Jan. 7, when he was picked up on a warrant out of Laramie County District Court for failure to appear on original charges of possession of methamphetamine and taking a controlled substance into jail, is facing another felony charge after reportedly causing a raw sewage flood and smearing feces in his cell.

According to a Feb. 27 booking sheet, on Feb. 14, inmate Seth Andrew Williams flooded his cell by clogging the sink and toilet, causing the entire day room to fill with feces-contaminated water.

Williams also reportedly smeared feces on the cell window.

A detention deputy says a professional janitorial service had to be called in to clean the cell, which cost $1,217.99.

He says this was crucial because the cell was uninhabitable for any inmate until it was deep cleaned.

Williams Charged With Felony Property Destruction

Williams was subsequently charged with felony property destruction, a crime punishable by up to 10 years in prison, up to a $10,000 fine, or both.

On Monday, March 3, Williams was seen in Laramie County Circuit Court on the charge.

He was also seen on two misdemeanor cases, one for property destruction and the other for interference with a peace officer - no injury.

Bond was set at $1,500 cash across both of his property destruction cases, and his preliminary hearing and arraignment were scheduled for Friday, March 7, at 9 a.m.

Bond in his interference case was set at $500 cash, and his arraignment was scheduled for Monday, March 17, at 10 a.m.
