
Cheyenne Man Faces Serious Charges After Strangling Incident
A 39-year-old Cheyenne man is facing serious charges after allegedly strangling a woman.
Domestic Violence Incident Leads to Felony Arrest
According to a booking sheet, police arrested Frederick John Dekraker at 1 p.m. on Wednesday, Oct. 29.
Dekraker was booked into the Laramie County Detention Center and subsequently charged with strangulation of a household member - applying pressure on the throat or neck, a felony punishably by up to 10 years in prison.
He was also charged with domestic battery - second offense, a misdemeanor punishable by up to one year in jail, up to a $1,000 fine, or both.
It's alleged Dekraker caused bodily injury to L.W. by use of physical force and was previously convicted of domestic battery or a similar offense on Nov. 14, 2024.
Initial Court Appearance
On Friday, Oct. 31, Dekraker was seen in Laramie County Circuit Court in front of Judge Sean C. Chambers on the charges.
Dekraker told Chambers he was "a little confused" about the charges.
'She Attacked Me'
"She attacked me with a baseball bat, and I pushed her back on the bed and that was all that happened," said Dekraker.
"Previously, I had an order of protection against her, I believe it was in your courthouse, and I absconded and dropped all charges against her," Dekraker added. "She continues to do this to me. She attacks herself even, like she's hit herself with stuff."
"Sounds like you've got some things you should talk to a public defender about," said Chambers. "Would you like me to appoint you one?"
"Yes," said Dekraker.
Chambers appointed Dekraker a public defender and his preliminary hearing was set for Friday, Nov. 7, at 10:30 a.m.

Chambers then asked for the state's bond recommendation.
"As the information indicates, the defendant does have a prior domestic violence conviction from 2024 as well as other prior assaultive behavior from 2022," the state said. "All of that gives the state significant concern for the safety of the victim, in light of the underlying conduct."
"Additionally, he has failure to appears from 2019, 2021, and 2025, as well as a contempt of court from 2024," the state added. "That does give the state concern for his ability and willingness to comply with this court's orders. For those reasons the state believes that a cash bond is appropriate and would request $5,000 cash."
Bond Set at $5K Cash
"I'm going to set a $5,000 cash only bond," Chambers told Dekraker. "If you can post that I'll set conditions."
