A 45-year-old Cheyenne man is being held on a $50,000 cash bond after he was reportedly caught with a large amount of drugs.

According to a booking sheet, police arrested Salvador Francis Collard at the McDonald's at 2535 E. Lincolnway at 2:34 a.m. on Tuesday, Sept. 2.

DUI Leads to Felony Drug Charges

Police say Collard was driving under the influence of a controlled substance and was in possession of a handgun and multiple drugs.

Collard was booked into the Laramie County Detention Center and subsequently charged with felony possession of methamphetamine and fentanyl, crimes punishable by up to seven years in prison, up to a $15,000 fine, or both, and possession with intent to deliver methamphetamine and fentanyl, felonies punishable by up to 20 years in prison, up to a $25,000 fine, or both.

This means, should he be convicted on all four counts, he could face up to 54 years in prison, up to $80,000 in fines, or both.

Initial Court Appearance

On Wednesday, Sept. 3, Collard was seen in Laramie County Circuit Court in front of Judge Antoinette Williams on the charges.

Williams appointed Collard a public defender and asked for the state's position regarding bond.

"Mr. Collard has a lengthy criminal history with numerous prior contacts for drugs," the state said. "I would also note that he has prior convictions for manufacturing weapons and that a handgun was recovered during this contact with law enforcement."

"Mr. Collard presents a clear danger to the community and the state would be requesting $50,000 cash," the state added.

Williams adopted the state's recommendation.

Collard's next court date will be a preliminary hearing on Wednesday, Sept.10 at 3:45 p.m.
