
Cheyenne Man Faces Felony After Alarming Domestic Incident
A 23-year-old Cheyenne man is facing a felony charge after allegedly strangling a household member so hard she felt like her eyes were going to pop out.
According to a booking sheet, police arrested Jordan Jalen Halvorsen at noon on Saturday, Sept. 27.
Halvorsen was booked into the Laramie County Detention Center and subsequently charged with strangulation of a household member - applying pressure on the throat or neck, a felony punishable by up to 10 years in prison.
He was also charged with two misdemeanors, including child endangering and domestic battery - first offense.
Initial Court Appearance
On Tuesday, Sept. 30, Halvorsen was seen in Laramie County Circuit Court in front of Judge Antoinette Williams on the charges.
Williams appointed Halvorsen a public defender and his preliminary hearing was set for Wednesday, Oct. 8, at 1:30 p.m.
Williams then asked for the state's position regarding bond.
"He's got no priors," the state said. "However, the state does have fundamental safety concerns, not just necessarily aimed at the public, but towards the alleged victim and then also the fact there was a child that was in the vicinity."
"What raises the state's substantial concern is that apparently the victim felt like her eyes were going to pop out and that she stated like she felt like that for several minutes," the state added. "Given that this altercation caused those feelings and those observed injuries, that have been documented, discretion for the child, the state would ask for a $2,500 cash bond."
Bond Set at $5K Cash
Williams set Halvorsen's bond at $5,000 cash, which he later posted.
