
Rep. Ann Lucas: Get Adult Sexual Content Away From Wyoming Kids
A freshman Republican state lawmaker from Laramie County is on a mission to get what she says is adult-level sexual content out of Wyoming school libraries and away from kids.

Rep. Ann Lucas, a retired banker, represents House 43. She recently joined the Wyoming Freedom Caucus in the Wyoming House. She was a guest on the ''Weekend In Wyoming" program on am 650, KGAB this past Saturday.
She said one of her goals is to revise Wyoming's obscenity laws to include definitions of obscenity for children. She says until recently no one though such provisions were needed, but ''now states are."
In the 2025 session, Lucas sponsored House Bill 194. That bill died in committee, but Lucas says she plans to bring back an amended version of the bill. '' I have amended it. It is I think it is a much leaner machine....it's ready for prime time now." Lucas says she introduced the draft of the revised bill to the Judiciary Committee in Torrington a couple of weeks ago.
Lucas says the committee voted to consider the draft version of the bill and to consider changing definitions of obscenity to include children. She say they also agreed to consider prohibiting distributing adult-level sexual content to children.
Lucas Purchased Books Available To Children In Libraries
To research the issue, Lucas says she went and bought books that are available to children in Wyoming school libraries. She says she was "amazed at what is in the children's library and what is in the school library." She says Laramie County School District#1 has ''done a better job of segmenting adult material from children," although she adds "they've got a little ways to go. But they have a process in place that is slowly getting there."
In regard to the Laramie County Library, she says the young adult section has no barrier to children. 'They tell me they would stop children if they saw them in there. But I don't know how that is possible, because we are not overstaffed at the library."
She also notes that the young adult section on the Laramie County Library is for grades 7-12.
What Content Is She Concerned About?
So what sort of books is Lucas concerned that Wyoming children are being exposed to? 'This is graphic sexual detail. It's not a gay-sex/straight sex thing. It's a sex thing. Some of this is just not appropriate for children."
Several of the books Lucas brought to the Weekend in Wyoming interview featured graphic illustrations of a wide range of sexual practices, ranging from masturbation to anal sex, oral sex, various positions of sexual intercourse and many other topics.
Of the material she says "When it's available to children, they look at it, and they start thinking this is normal for kids." Lucas says the American Psychological Association has said that 'early sexualization of children can damage them. Psychologically, and, guess what, physically sometimes too. Because children tend to act out."
