Cheyenne mayoral candidate James Johnson plans to present a petition to the Cheyenne City Council on Thursday night to ask the council to "hold the mayor accountable for malfeasance"  in regard to the bidding process for pothole repair work in the city.

Johnson claims Simon Construction was able to submit a bid of under $250,000 for the work, while rival bidder Knife River Construction was not notified that they could do the same. He says his petition would demand that the Cheyenne City Council hold Mayor Marian Orr responsible for what he says was ''malfeasance" in the bidding process.

Cheyenne City Council President Rocky Case, when asked about Johnson's claims on Monday, pointed out that the council rejected the proposal that would have awarded Simon Construction the contract. He also sent Townsquare Media of Cheyenne an opinion from the City Attorney's office on Johnson's petition. The opinion reads as follows:
