Traffic Stop Leads to Felony Drug Charges for Cheyenne Woman

A 51-year-old Cheyenne woman is facing felony drug charges following a traffic stop just south of city limits.

According to a booking sheet, Rhonda Melanie Bryan was arrested at 12:05 a.m. on Saturday, Dec. 6, after a Laramie County Sheriff's deputy stopped her at East Jefferson Road and Montalto Drive and found drugs.

Bryan was booked into the Laramie County Detention Center and subsequently charged with two felonies, including possession of methamphetamine, a crime punishable by up to seven years in prison, up to a $15,000 fine, or both; and possession with intent to deliver methamphetamine, a crime punishable by up to 20 years in prison, up to a $25,000 fine, or both.

She was also booked on three misdemeanors, including suspended driver's license, no liability insurance, and expired or improper registration.

Initial Court Appearance

On Tuesday, Dec. 9, Bryan was seen in Laramie County Circuit Court in front of Judge Antoinette Williams on the charges.

Williams appointed Bryan a public defender and set her preliminary hearing for Wednesday, Dec. 17, at 1:30 p.m.

"You have multiple outstanding traffic citations where you owe $450 on one, $570 on another, $96 on another, and $555 on another," Williams told Bryan. "It looks like your driver's license has been suspended too."

Williams then asked for the state's position regarding bond.

"Ms. Bryan has a lengthy criminal history," the state said. "It is riddled with failures to appear as well as at least two charges as a fugitive from justice where she had to be arrested in other jurisdiction to face charges."

"The court's recitation of her traffic violations is similarly enlightening," the state added. "She refuses to take responsibility for even minor offenses, now facing several felony counts, and of particular concern for the state is the possession with intent to deliver methamphetamine. It's no surprise to this court that methamphetamine is a scourge in our community, and I think something in the neighborhood of $50,000 would be appropriate for Ms. Bryan."

"Your bond is $50,000 cash," Williams told Bryan. "If you post that, I'll set your bond conditions."
