Have you seen the smoke rising from Cheyenne's refinery?

We've received a lot of calls about the black and yellow-green smoke coming out of the Holly Frontier Refinery in Cheyenne on Tuesday, September 3, afternoon. Amy Richards called Kevin Burke, the refinery spokesman, and he said they had a power outage and had to shut down. Cheyenne Light, Fuel and Power is on the scene and during restart, standard operating procedure is venting pressure which causes the black and yellow-green smoke.

They report a power outage along Fox Farm Road in south Cheyenne, and crews are on scene.
