The Cheyenne Police Department recently was named a 2021 Tyler Technologies Public Sector Excellence Award winner for its Law Enforcement Assisted Diversion program.

Officially launched in September 2020, the LEAD program utilizes Tyler's New World Records system to help address a community-wide issue of repeat criminal offenses.

"The LEAD program and the use of Tyler's records system helps us identify and work with offenders who have health and substance abuse issues," said Chief Mark Francisco. "Our hope is that we can treat rather than continuing the pattern of incarceration."

Police say the LEAD program relies on Tyler's records system to organize the department's criminal database and determine which individuals would most benefit from the program.

"Rather than manually sorting through files, New World allows the department to filter out those who do not match the criteria, and instead, collect a more concise, accurate list of LEAD program candidates," said Hailey Hayden, LEAD Case Manager.

"The system increases productivity, which in turn, grants LEAD staff more time to engage with the community," Hayden added.
