Cheyenne Council OKs Anti Rolling Coal Ordinance
Councilman Rocky Case has a message for diesel truck owners who "roll coal" on Cheyenne's streets, "We're not going to tolerate it anymore."
State statute already lets police hit offenders with $100 fines, but the Cheyenne City Council voted 8 to 1 Monday night to put the law on the city books, making it a misdemeanor punishable by up to six months in jail and a $750 fine.
"We've as much as tripled the fine and tacked a jail sentence onto what I would characterize as an environmental regulation that is entirely ambiguous," said Council President Dicky Shanor, who voted against the ordinance.
"We do not have any data in front of us that suggests that state statute is not handling the issue appropriately nor do we have any data that suggests this new ordinance change would reduce coal rolling further," Shanor added.
But Case, who brought the ordinance forward, says a message needs to be sent that coal rolling is intolerable and serves no purpose.
"I'm disappointed that supporters of coal rolling aren't here to defend their position tonight," said Case. "I was really hoping to get some folks out here to say why this was a good thing for the public."
Councilman Bryan Cook was absent from Monday night's meeting.
