A Cheyenne man who was arrested twice last week has been sentenced to 60 days in jail after pleading guilty to two counts of criminal entry and one count of property damage.

Twenty-nine-year-old Evans Philip Nganga entered the plea this (Monday) morning in Laramie County Circuit Court.

According to Cheyenne Police Department spokesman Officer Kevin Malatesta, Nganga was arrested for unlawful entry and misdemeanor possession of marijuana on March 13 after he attempted to gain entry into a home in Sun Valley.

"He was charged in municipal court (and) was released a short time later, which is normal on a misdemeanor offense," said Malatesta.

On March 16, just days after his release, Nganga was arrested again.

"He was in the same neighborhood and actually broke into two residences," said Malatesta. "I understand that he masturbated in one of the bedrooms and left a deposit on a bed."

"He appears to have mental health issues," Malatesta added. "I can't say what's causing him to do these things, but there wasn't a burglary component (and) it doesn't appear that he was trying to harm anybody."

Malatesta says he understands that Sun Valley residents are concerned and wants to reassure people that police are doing all they "legally" can to make sure Nganga isn't a threat to anybody in the neighborhood.
