A resolution to be introduced to lawmakers in the upcoming 2018 session of the Wyoming Legislature would define pornography as a public health crisis.

House Joint Resolution 1 says pornography contributes to a number of social problems, including the ''hypersexualization of teens, and even prepubescent children in our society."

The resolution also labels porn as addictive, says it normalizes violence against women and children, presents rape as being harmless, and has a wide range of other negative impacts on society.

While the resolution doesn't attempt to ban pornography or impose any legal sanctions against it, it does call for "education, prevention, research, and policy change  at the community and societal level to address the  pornography epidemic that is harming the people of our  state and nation."

It does not, however, appropriate any money for such programs.

It is being co-sponsored by Rep. Lars Lone (R-Laramie County), Jim Blackburn (R-Laramie County), Scott Clem (R-Campbell County), Roy Edwards (R-Campbell County), Chuck Gray (R-Natrona County), Mark Jennings (R-Sheridan County), and Jared Olsen (R-Laramie County).

The legislature will convene a 20-day budget session on February 12 in Cheyenne. Because it is a budget session, it takes a 2/3 majority vote to introduce any non-budget item.
