Diesel truck owners who "roll coal" on Cheyenne's streets may be blowing more money along with that black smoke if an ordinance doubling the fine passes the City Council.

Councilman Richard Johnson is working to amend a section of the city code which deals with noise control for motor vehicle mufflers.

"I ripped the language from state statute (and) put it into city code," said Johnson. "If this passes, it increases the bond for coal rolling from $100 (under state statue that the police can do) to $200."

For those unfamiliar with the practice, rolling coal is the act of intentionally disabling the programming of a computer-controlled diesel engine so that the vehicle can emit a sooty exhaust that visibly pollutes the air.

"It does bother a lot of citizens," said Cheyenne Police Chief Brian Kozak.

"It's a risk too," Kozak added. "When someone unloads all that black smoke you can't see for a period of time and so there could be some issues with that."

The ordinance will be on second reading when the City Council meets Monday night.
