First, we'll explore the recent information showing the nation's record low teen birth rate stems from robust declines in nearly every state, including Wyoming, but most dramatically in several Mountain states among Hispanics, What's driving the declines? No one can say for sure but experts believe the explanation is complicated and probably varies from state to state.
