U.S. District Judge Alan Johnson wrote in a judgment Wednesday that Hubenka built illegal dikes that diverted the river’s primary flow from its northern channel to its southern channel. Those dikes caused environmental damage and blocked the Indian tribes’ access to 400 acres of their reservation land.
