The Laramie County Sheriff's Office says it is working on ways to better care for inmates who have chemical dependency and mental health issues.

Wyoming did quite well in such things as having the lowest number of teen drug users. But the Cowboy State also had the second-highest per-capita arrest rate in the nation.

Opponents contended that the tax increase was unfair and unnecessary.

"We try to find people from a broad spectrum of professions," conference co-chair Jean Davies said.

The grant will allow community partners to work together to identify evidence-based strategies to address these problems and put those strategies into action.

If the bill becomes law the state would contract with a private company to treat people convicted of a crime for substance abuse.
