A federal lawsuit is heading to trial after a judge ruled two new trespassing laws to thwart environmental research on open lands pose serious concerns about free speech and other constitutional issues.

Kaysen says the issue pits first amendment rights of free speech "against the interests and property rights of our residents".

The mayor at that time said it was a difficult decision, pitting first amendment rights against the ""right to an uncluttered appearance" in the city.
