There is an existing city ordinance in Cheyenne that requires bicycles to be licensed in the city, just as automobiles are.

It requires a visible bicycle plate, much like motor vehicles, and at one time it was actively enforced. Even though it's still on the books, it hasn't been enforced for many years, according to a spokesman for the Cheyenne Police Department.

There is reportedly some discussion of bringing back that enforcement and requiring bike licensing once again. Is this a fairness issue since cars have to be licensed? Or is it an example of government over-regulation for a problem that doesn't exist?
