The bill specifically bans gender reassignment surgery or the use of drugs to change someone's sex if the person is under 18 years old.

But in a floor vote, the amendment was defeated on a 43-19 vote on the second reading.

Sen. Larry Hicks said the situation amounts to an invasion of the United States.

The session is slated to wrap on March 8.

While the vote on the bill was 37-24 in favor, that fell short of the 2/3 majority needed to introduce a non-budget bill.

Decriminalization is not the same as legalization, which would remove all penalties for possession of cannabis.

Similar resolutions have been proposed in the Wyoming legislature over the years, but none have so far won final approval.
