A federal appeals court will not reconsider a decision blocking an Obama administration effort to tighten restrictions on power plant pollution. Wyoming Main Street has approved an application from Buffalo to advance a level in the program's tier system and also accepted the city of Gillette into it's program. Amy Richards has a report.
