			<content:encoded><![CDATA[<p>Cheyenne Light, Fuel &amp; Power’s natural gas prices this winter are expected to remain flat or slightly below 2011 prices overall.  Last winter was warmer than normal across Cheyenne Light’s service territory. If weather is colder this winter than last, total heating bills could be higher than last winter if customers increase their usage. Besides price, usage is the other factor that determines overall natural gas utility bills, and weather is a key driver in how much natural gas customers use to heat their homes and businesses.

			<content:encoded><![CDATA[<p>Creighton University Economics Professor Ernie Goss says his latest survey of purchasing managers in Wyoming shows continued growth for the state economy. Unfortunately for the overall economy and state revenues, however, the outlook for natural gas prices is somewhat murky. Goss says his economic conditions index score for Wyoming for April was 68.5. Even though that's a slight decline from the March score of 70.2, Goss still characterizes the April score as ''very strong".

			<content:encoded><![CDATA[<p>As natural gas prices go lower, <strong>Governor Matt Mead (R-WY) </strong>is asking state agencies to prepare for <strong>8 % </strong>cuts by the end of this  year.</p>
<p>A reduction of 8% would result in a cut of <strong>$74.5 million dollars </strong>from the budget in <strong>fiscal year 2014, </strong>which starts on J<strong>uly 1st,  2013. </strong>Governor  Mead has also asked state agencies to immediately institute <strong>a cap</strong> on  staff positions.  T<strong>he Department of Health</strong> is  exempt from preparing cuts because the Legislature has already directed  the Department of Health to make 4% cuts.  The instruction to other agencies is to prepare potential cuts.
