Valdez says it has been over two years since the project was first discussed, and  the work still hasn't started. Valdez made the comments at Monday's meeting of the Cheyenne City Council Finance Committee, where he joined Councilman Jack Spiker in supporting a proposal to start work on the tennis courts, which passed the committee on a 2-0 vote.
