KATMANDU, Nepal (AP) — Former United States President Jimmy Carter says his Carter Center will observe the elections for Constituent Assembly in Nepal planned for later this year.

Carter who arrived last week in Nepal to meet political leaders said he was asked by the government and political parties to observe the elections
