Greater Cheyenne Commerce President and CEO Dale Steenbergen says work on a second Walmart store in Cheyenne has been delayed by needless red tape and over-regulation.

Steenbergen calls the situation "sad", adding "it shouldn't take three years to get a business approved in Cheyenne".

Steenbergen has long been a critic of what he considers to be over-regulation of business by local officials. Mayor Rick Kaysen and some members of the Cheyenne City Council have said they aren't convinced that is a problem, and that a certain amount of local regulation is needed.

The new Walmart is being built at College Drive and Campstool Road and is slated to open in the fall of 2015.
