Cheyenne Mayor Rick Kaysen said Thursday that a decrease of about a million dollars in state funding for each of the next two fiscal years will mean some tough decisions will have to be made. Kaysen says the city will have to take a hard look at both revenues and expenses in an effort to make up the shortfall. Nonetheless, Kaysen says that at this point he is not looking at layoffs as a way to balance the budget, although he didn't rule that out as a possibility at some point. The mayor is currently working on his budget proposals for fiscal year 2013, which begins July 1.
