Cheyenne Mayor Rick Kaysen says he is not looking at layoffs of city employees to balance the fiscal year 2013 city budget. Kaysen says the city will probably have to consider cutbacks in purchasing and other cost-saving measures in order the balance the budget, which takes effect on July 1. But he says the city has obligations to meet in a number of areas, and says cutting the city workforce wouldn't be helpful in that regard. The mayor recently told city employees not to expect any salary increases in the new budget. The city will receive about $1 million less in direct state funding per year over the next biennium. The mayor's budget proposals must be approved by the full city council in June before taking effect.
