Officials in Laramie have been preparing for expected flooding as warmer weather hits the area. Kari Eakins has a report. The Wyoming Department of Environmental Quality has reached a settlement with Sinclair Wyoming Refining Company over the illegal release of waste products into a settling pond last year.
