Kaysen: No Conflict in Utility Vote

Cheyenne Mayor Rick Kaysen says he plans to vote on a proposal to allow High West Energy a franchise to serve 14 customers in Cheyenne when the issue comes back before the city council. The franchise is opposed by Cheyenne Light, Fuel and Power, a company which Kaysen was C-E-O of before becoming mayor. Kaysen had previously refrained from voting on issues involving Cheyenne Light, Fuel and Power, including issues related to plans by the utility to construct a power station. But at his monthly press conference Thursday, the mayor said he has no financial ties to his former employer, and felt it was his duty to vote on the franchise proposal. On Thursday Kaysen said he sold stocks which he had owned in Black Hills Corporation, the parent company of Cheyenne Light Fuel and Power, about three months ago. The Cheyenne City Council earlier this week tabled the franchise proposal for 30 days to give the utilities time to try to work out an agreement.
