Cheyenne Mayor Rick Kaysen says he is still hopeful the city and union firefighters can reach a contract without going to arbitration, even though both sides have selected an arbitrator at this point. Kaysen says the next stage in the process would be for the city and union selected arbitrators to agree on a third member of the arbitration team, but the mayor says he is hoping an contract agreement can be reached before the talks get to that point. Kaysen declined to say what issues have been holding up a contract agreement so far. The new contract is scheduled to take effect on July 1 of this year.
