Gov. Matt Mead in his second State of the State address Monday to the Wyoming Legislature in Cheyenne says he is proposing an appropriate budget for the coming two-year cycle even as national and global economic forces affect state revenues. A recently signed deal and another in negotiation will allow some Powder River Basin coal to be shipped to overseas customers through the Gulf Coast and possibly East Coast Ports.
