The former President of the Wyoming State Board of Nursing has pleaded no contest to felony drug charges in a plea agreement with prosecutors.

Cynthia Woods was charged with providing hydrocodone to Eric McVicker, who at one time was the CEO at Platte County Memorial Hospital and later moved on to the Wyoming Department of Health as the department's Chief Financial Officer.

Woods was a nurse at the hospital when McVicker served as CEO

As of Monday afternoon, the Wyoming Department of Health Fiscal Services website listed McVicker as the department's CFO.

The allegations of Woods supplying drugs to McVicker came to light when McVicker's wife, Elizabeth, turned over incriminating Gmail messages between her husband and Woods to her attorney as part of a divorce case between Elizabeth McVicker and her husband.

The attorney, in turn, contacted law enforcement with the incriminating messages. Elizabeth McVickers believed her husband and Woods had been having a long-term extramarital affair.

McVicker was originally charged as an accessory in the case.

The plea agreement between Woods and prosecutors stipulates that she should receive a 3-5 year suspended sentence and two years of probation in return to pleading guilty to delivery of hydrocodone.

Under Wyoming law, she could receive up to 10 years in prison and a $10,000 fine if convicted of the charges. But Laramie County District Court Judge Stephen Sharpe is not legally bound by the agreement.

He ordered a presentence investigation which is expected to take 2-4 months to complete before passing judgment in the case.

A no contest plea means literally "I will not contest" the case. While it isn't a guilty plea, in effect it means the defendant is treated as being guilty of the crime.

Woods stepped down as President of the Nursing Board earlier this year.
