Consumer Advocate, CLFP Agree on Power Plant Proposal

The state Office of Consumer Advocate has reached an agreement with Cheyenne, Light, Fuel and Power and it's parent company, Black Hills Power, on a proposal to build a new power plant in Laramie County. Consumer Advocate Bryce Freeman says the agreement includes a provision for phased in rate increases for consumers to help pay for the new facility. Freeman says another provision lowers the cap on the cost of the proposed power plant from $237 Million to $222 Million. Freeman says a third provision allows a possible delay in the opening from June of 2014 to October 2014. With the agreement the consumer advocate's office agreed not to contest the power plant proposal, which still must be approved by the state Public Service Commission.
