The Cheyenne City Council Finance Committee has signed of on a franchise agreement between Cheyenne Light, Fuel and Power and High West Energy to allow High West the franchise to continue serving a handful of customers inside the city, while CLFP will continue it's franchise the serve the remainder of the city.

Under the agreement, High West will continue to serve the Jolly Roger Subdivision as well as a lighted sign on Campstool Road. The utilities also agreed to try to negotiate an agreement on any future differences. The finance committee also approved an amendment by councilman Jack Spiker to eliminate franchise fee increases written into the proposal for CLFP by city staff

. The committee also implemented franchise fees for High West reflecting the same fees as the amended proposal for CLFP. The agreement, which would cover a 25 year period, still must be approved by the full city council as well as the Wyoming Public Service Commission.
