Despite lean economic times, Cheyenne Mayor Rick Kaysen doesn't anticipate having to layoff city employees.

"We are not looking at any type of position reductions, but there's no guarantees in life or anything like that," said Kaysen.

Kaysen says the city will have to take a close look at every position that becomes vacant and decide whether it needs to be refilled.

"A focus is on those positions that are tied to health, safety and welfare," said Kaysen. "They're not automatic, but they're necessary positions."

Kaysen says it's also unlikely the city will be able to afford any additional police officers or firefighters to serve the city's growing population.

"It's very difficult," said Kaysen. "We're pretty lean and mean as far as the services we're already providing."
