Greater Cheyenne Chamber of Commerce President and CEO Dale Steenbergen says city landscaping regulations are too complicated and often don't make sense.

He says that while the regulations are often well intentioned ''you just pile regulation upon regulation upon regulation'' to the point where the rules are confusing and difficult to follow.

He says the regulations are also illogical in some cases. He says one example is that a small business operating in the city is often required to do much more, proportionally, than a large retailer. He cited the new Menards store in Cheyenne as an example of the relatively lower requirements  expected of a major retailer in terms of landscaping.

Steenbergen says the chamber ''wants to make sure there is room for the mom and pops". He says that over 90 percent of the businesses in Cheyenne qualify as small businesses.
