CHEYENNE, Wyo. (AP) —The head of a Texas company says it has contracted with a firm to build a plant in Carbon County to turn coal into gasoline. Robert Kelly, chairman of DKRW Advanced Fuels of Houston, says Sinopec Engineering Group is based out of China and has built similar facilities before. Kelly said Friday the development will help secure financing for the plant estimated to cost about $2 billion. He declined to release a dollar figure on how much it will cost to build the plant. The plant, about 100 miles west of Cheyenne, would transform coal mined underground at the site into 11,600 barrels of gasoline per day.
